11/12/2009 - ***NJ ABS
Instructors*** Attention all NJ
ABS instructors, the latest edition of the ABS slides
have been posted to the web. These slides have
been updated by Gus and approved by the State of NJ for
use in awarding the NJ Boating Safety Certificate.
If you are teaching the ABS class in NJ these are the
slides you should use. If you recently got a CD
from Gus, you may only want to pull down Chapter 5 to
get the additional slide (#21 in the new deck) on the NY
PFD Law for cold weather boating. See our
member training

To get copies of the slides on your PC.
Right click on the link for each chapter and select
"Save Target as" to copy it to your machine. This
will take some time as these are large files some with

Claud Macchieraldo of Flotilla 10-02 has been
elected Division 10 Commander for 2010 and our own Bob
"BB" McHugh has been elected Division 10 Vice Commander
for 2010. Congratulations to both Claud and Bob.

9/10/2009 - As announced at our
September Flotilla Meeting elections of officers for FC
and VFC for 2010 will be held at our November 2009
meeting. Here is brief is the notice form FC Bob
McHugh:
This notice is provided IAW ARTICLE 7
of flotilla "Standing Rules" that were approved on
12
January 2004. IAW ARTICLE 7.3; a request for
written letters of intent by members
interested in running for elected office was made at
the meeting by the undersigned.. ARTICLE 7.3
provides for a fixed date for submission, not less
than TWO (2) weeks from the call. A suspense date
of 21 October 2009 is established for transmittal to
FC. Election requirements for FC and VFC are found
in COMDTINST M16790.1F (AUXMAN) appendix D, and CG
5421, 30 Jul 09, which will be available at the
flotilla meetings. If additional requirements are
received from higher level they will be furnished
ASAP.
ARTICLE 7.4 provides for nominations from the floor
during the election provided ALL provisions of
ARTICLE 7.4 are met. It will be the responsibility
of those members seeking office or those sponsoring
them to insure they meet all requirements for
election.

law has been posted to our
public information page. This impacts ALL
boats under 21 feet in the State of NY between Nov1 and
May 1 each year.
09/01/2009 - As a part of the
restructuring of the Coast Guard Auxiliary National
Organization, the Operations (Response) Department has
been renamed the Response Department.
Former Operations Department Chief, David Elliot
(formally from 10-13, BZ Dave, congratulations), has
been promoted and is the new Assistant National
Commodore for Response and Prevention. Robert
Shafer has been named the Director of the Response
Department and COMO Gary Taylor has been named Deputy

08/20/2009 - Fall class schedule for
BS&S, ACN and ABS classes have been posted to
our PE page.
Lead instructors are in place but additional help is
always appreciated. Contact the lead instructor or
Pat if you can help out. Even just being there to
hand out stuff and answer questions can be a big help to
the instructor. You need hours EVERY year as
proctor or lead instructor to maintain your IT
certification, now it your change. And it's fun
too.

- regarding: COAST GUARD PUBLICATION 1 -018/09. Reads
in part:
I am pleased to announce the first revision to our
capstone doctrine, Coast Guard Publication 1 (Pub 1).
Secretary Napolitano officially announced the revision
at today's Coast Guard Academy graduation ceremony.
She stressed its importance for our Service and its
applicability for the entire Department of Homeland
Security.
I expect all Coast Guard members to read Pub 1 and
discuss it with your shipmates. Hard copies will be
widely distributed and it is also posted on
our website available at
http://www.uscg.mil/top/about/pub1.asp.
As a capstone doctrine, Pub 1 explains our principles
of operation: clear objective, presence, unity of effort,
on-scene initiative, flexibility, managed risk, and
restraint. These traits can be traced back to Alexander
Hamilton's Letter of Instruction to the Commanding Officers
of the first 10 revenue marine cutters and are even
more relevant today. This guidance will help every member
of the Coast Guard - active duty, reserve, civilian
and Auxiliarist - understand who we are, what we do,
and why we do it.
Pub 1 maps our organizational DNA and reveals the
evolution of our Guardian Ethos. Looking forward, Pub
1 provides a solid foundation so we can adapt our operational
activities to meet the maritime challenges of the 21st
century. Use it as a fundamental building block to educate
our newest Coast Guard members and to guide your professional
judgment as you address emerging mission demands in
your area of responsibility.

- ALAUX from
the Chief Director - Non-Operational Facilities
Category Eliminated -012/09.
1. As a matter of information, NEXCOM and the National
Bridge recently made final the decision to eliminate
"non-operational facilities" from the categories of
vessels in the Auxiliary. CG-5421 concurs with this
action which is effective immediately.
2. The Auxiliary Ensign may now fly only on either
inspected surface facilities that display a current
facility decal or on vessels owned by Auxiliarists that
have successfully completed a Vessel Safety Check and
that display a current VSC decal.
3. Changes in regards to non-operational facilities
to the Auxiliary Operations Policy Manual COMDTINST
M16798.3(series) will be reflected in future editions
of the manual.

- First edition of

D1SR news letter Over the Bow
for 2009 has been published. This is a great issue
it includes: Director’s Message, Commodore’s Message (including
a mention of 10-13 as Best in the Nation), Intrepid Comes
Home, EXCOM Reports, Miracle on the Hudson, Around the District
(includes an article and pictures on 10-13), St. Patrick’s
Parade, Ebb Tide- In Memoriam, Coast Guard Awards, District
Awards (lots of reference to 10-13 here), District Schedule.
Some great pictures as well.

officer reports for the Month of March (for April Flotilla
meeting) have been

04/01/2009
- Bravo Zulu to 10-13 and Division 10.
The District Awards conference
was this past weekend and as expected 10-13 and Division
10 carried off another truckload of plaques. Here
are the stats:
Member
Individual Awards - 2/3 of the awards given
went to 10-13 members. Two categories were clean
sweeps where we took 1st, 2nd, and 3rd places.
Flotilla Awards
- over 1/2 of the awards (all but 1 of them 1st place)
went to 10-13 including the Meritorious Flotilla Award
for top flotilla in the District. Back home where
it belongs.
Division 10 Awards
- almost 3/4 of the Division level awards went to Division
10 and most of them 1st place. Including Top Division
in the Nation for number of hours in 2008 and a Coast
Guard Team Commendation award to ALL members of Division
10 for our service in 2008.

Mutual Assistance fundraising campaign will begin 1 Apr.
CGMA is the Coast Guard's own financial relief organization,
and the Auxiliary has forged a highly revered reputation
as a major supporter of this noble cause.

- A New Online Course
- Introduction to Personnel and Membership, is now available
on Auxiliary eLearning. This course will be of interest
to anyone who would like to learn how to recruit, enroll
or retain members. It takes the student through the subject
matter in a systematic way, introducing existing and new
Auxiliary materials and evaluating the student’s progress.
The course should be particularly useful to new personnel
services officers and flotilla commanders, who have an essential
role in enrolling new members. You can access the course

ALL HANDS - Spotlight
on Leadership
To the Men and Women of the United States Coast Guard:
This year's Spotlight on Leadership campaign will
occur during the month of April. CG-1 (the Coast Guard
Human Resources Directorate) has issued an ALCOAST
<http://www.uscg.mil/announcements/alcoast/alcoast161.09.txt>
outlining the initiative. To encourage discussions
on this important topic, we'll post a series of leadership
guest blogs on iCommandant
<http://www.uscg.mil/comdt/blog/> in April.
Each will focus on one of the four featured leadership
attributes: self-awareness and learning, mentoring,
creativity and innovation, and partnering. I encourage
all personnel to read these blogs and then discuss (either
on-line and/or among your shipmates) how these attributes
can be embraced at the unit level. Effective leadership,
exercised at all levels of the chain of command, can
improve performance and quality of life.
I have frequently talked about the need for each
man and woman in the Coast Guard to internalize the
Guardian Ethos. We protect, defend and save the maritime
public with uncommon dedication on a daily basis. We
must turn the Guardian lens on our shipmates with the
same level of commitment. I charge command cadre with
creating a positive atmosphere, where diversity is valued
and utilized to improve mission performance, and each
member can reach their full potential. However, this
goal can not be achieved by the actions of a few individuals.
Leadership is an all hands evolution. Regardless of
your rank, engage your shipmate if you see them struggling
personally or professionally. Don't leave them adrift
- throw a lifeline just as you would for a mariner in
distress.
As the current economic recession creates financial
hardships, the continued high op-tempo limits down-time,
and the efforts to modernize our organization stress
the workforce, we need to look after one another. We
are each other's Guardian and together we can reach
our goals. There are resources readily available to
help individuals deal with personal financial troubles
or work-life issues. The key is to engage rather than
walk away from problems.
I challenge members of our workforce to set the bar
high for your leadership and professional development.
Use this campaign as an opportunity to be creative and
try something different as you focus on leadership development
at the unit level. Above all else, be a Guardian - for
yourself, for your shipmates, and for the Nation.
Thank you for your dedication and commitment to our
Coast Guard. Semper Paratus.

- This coming year
is going to be a busy year for BC and BCCOX currency maintenance.
Many of you will be requiring currency maintenance in 2009
for either BC or BCCOX. Therefore, in preparation
of that, we have scheduled a BC/BCCOX refresher class to
help prepare you all for your currency maintenance. The
class will be held at the Larkin House on 19 Mar, 2 April,
9 April, 16 April and 23 April at 1930 hours.

date.
In addition, since the majority
of the tasks on both the BCM and BCCOX currency maintenance
forms are underway tasks, two patrols (16 hours) are recommended
prior to requesting a QE.
Let's plan on preparing for and
scheduling our QE's early in the season so that we are not
at a disadvantage later in the season.

The Fit Flotilla Program was
created to encourage all Auxiliarists to lead a healthy
lifestyle. As an important factor in mission readiness
and an essential component of total wellness, maintaining
a healthy weight should be strongly encouraged at all
levels of the organization. The program outlined
within this directive is a beta test program for D1SR.
If the program is well received future implementation
will be considered.

the Coast Guard address at the National Press Club in
Washington, DC. During this year of transition, I thought
it was important to emphasize the tremendous value we
provide to the Nation on a daily basis. Our men and
women - active duty, reservists, civilians, and auxiliarists
- safeguard the Nation's maritime interests in the Heartland,
in the Ports, at Sea, and around the Globe. We are America's
Maritime Guardian.

The Coast Guard would
like to remind commercial and recreational boaters that
beginning Feb. 1, 2009, the Coast Guard and other search
and rescue personnel will only receive distress alerts from
digital 406-MHz Emergency Position Indicating Radio Beacons
(EPIRBs). Support for analog signals from older 121.5
and/or 243.0 MHz devices has been dropped.
